Gelar Kinerja Award Tahun 2020, Ini Pesan Wali Kota untuk Kepala OPD

MAYANGAN - Setelah melalui proses penilaian yang cukup panjang, Gelar Kinerja Award Tahun 2020 akhirnya menemukan siapa juaranya. Dari 32 OPD (Organisasi Perangkat Daerah), empat OPD berhasil memperebutkan posisi terbaik Kinerja Award gelaran Bappeda Litbang Kota Probolinggo.

Senin (14/12) siang, pengumuman pemenang sekaligus penyerahan hadiah dilaksanakan di Paseban Sena, dengan menerapkan protokol kesehatan. Juara pertama diraih Dinas Pertanian, Ketahanan Pangan dan Perikanan (Dispertahankan), disusul Badan Pendapatan Pengelolaan Keuangan dan Aset Daerah (BPPKAD), juara ketiga Dinas Kependudukan dan Catatan Sipil (Dispenduk Capil). Dan, juara favorit berhasil diduduki Dinas Komunikasi dan Informatika (Dinas Kominfo).

WhatsApp Image 2020 12 14 at 13.00.30Dalam sambutannya, Wali Kota Habib Hadi Zainal Abidin mengatakan penilaian kinerja dilakukan sebagai upaya peningkatan kinerja, penguatan akuntabilitas kinerja instansi, serta bentuk apresiasi atas kinerja yang telah dilaksanakan.

“Semua OPD sudah berusaha maksimal dalam melaksanakan program dan kegiatannya. Setiap kegiatan menunjukkan tantangan dan saya yakin semua punya semangat yang sama untuk menjadikan OPD lebih baik lagi,” katanya.

Pada kesempatan itu, Wali Kota Habib Hadi seperti memberikan kode terkait rencana adanya mutasi pejabat. Pasalnya, ia menyiapkan langkah-langkah untuk OPD yang kurang berinovasi, kurang bersemangat akan ada kebijakan penyesuaian.

“Itu yang menjadi harapan saya. Mutasi itu dimana anda berada, anda tetap sebagai ASN. Tunjangannya tetap sama, tugasnya baru, tantangan baru untuk berkembang lebih baik lagi. Semua bisa lebih bersinergi dengan penataan yang lebih menunjukkan semangat inovasi baru untuk Kota Probolinggo ke depan,” pesannya.

Menurut Habib Hadi, penyegaran perlu dilakukan untuk meningkatkan komitmen, ide baru agar tidak jenuh. “Kapan pelaksanaannya, saya belum bisa jawab tapi nanti langsung ada undangan. Dimana saja harus siap ya,” tuturnya sambil tersenyum.

WhatsApp Image 2020 12 14 at 12.45.45Sementara itu, Kepala Bappeda Litbang Rey Suwigtyo menjelaskan, penilaian kinerja diperlukan bagi setiap instansi pemerintah dalam mempertanggungjawabkan berbagai indikator capaian kinerja, ketepatan, pencapaian target dan keselarasan dengan pencapaian sasaran pembangunan dalam dokumen perencanaan RPJMD Kota Probolinggo.

“Gelar Kinerja Award ini akan menjadi agenda tahunan, dimana pemenang terbaik akan mendapat tambahan anggaran sebagai bentuk apresiasi atas kinerja yang telah dilaksanakan untuk mendorong kemajuan kinerja perangkat daerah menjadi lebih baik lagi,” terang Tiyok-sapaan akrabnya.

Indikator penilaian kinerja award dibagi dua tahap, tahap pertama meliputi nilai SAKIP (keselarasan dokumen perencanaan), pelayanan publik dan kediisplinan ASN pada perangkat daerah terkait. Tahap kedua indikator penilaian paparan kepala OPD tentang keterkaitan misi kota dengan IKU, kesesuaian capaian kinerja, pelayanan publik, inovasi dan rencana aksi OPD tahun 2020. (famydecta)


After going through a long assessment process, the 2020 Performance Award has made it to the final round. Of the 32 working units, four have managed to win the best position for the Performance Award, which was initiated by the Probolinggo City Regional Development Planning and Research Agency (Bappeda Litbang).

The awarding event was held on Monday (14/12) at Paseban Sena, with strict health protocols prioritized. The first winner was the Agency of Agriculture, Food Security and Fisheries, the Regional Revenue, Financial and Asset Management Agency (BPPKAD) in the second place, and the Population and Civil Registry Agency (Dispenduk Capil) were the third. And, the Agency of Communication and Information Technology (Diskominfo) was named as the favorite winner.

In his remarks, Mayor Habib Hadi Zainal Abidin said that performance assessment was carried out as an effort to improve performance, strengthen accountability for the working units, as well as a form of appreciation for the performance that has been implemented.

"All working units have done their best in implementing their programs and activities, each of them presents a challenge and I believe everyone has the same passion to make the working units even better," he said.

On that occasion, Mayor Habib Hadi seemed to provide a code regarding the plan to have government officials reassigned. He has prepared steps for working units showing less innovative performance, less enthusiastic about adjusting policies.

"That is my expectation. With the reassignment, you will have a new duty, a new challenge to develop even better. Everything can be more synergized with the arrangement that shows more spirit of innovation for Probolinggo city in the future," he said.

According to Habib Hadi, refreshments need to be done to increase commitment, new ideas so as not to get bored. "When will it be held, I cannot answer yet, but there will be an invitation immediately. You have to be ready to work anywhere," he said with a smile.

Meanwhile, Head of Bappeda Litbang Rey Suwigtyo explained that performance assessment is needed for every government agency to account for various indicators of performance, accuracy, target achievement, and alignment with the achievement of development targets in the Probolinggo City’s Regional Middle-term Development Plan (RPJMD) document.

"The Performance Award will become an annual agenda, where the best winners will receive an additional budget as a token of appreciation for the performance that has been implemented to encourage the progress of regional apparatus performance to be even better," explained Tiyok.

The indicators for the performance assessment of the award are divided into two stages, of which the first stage includes the value of SAKIP (alignment of planning documents), public services, and the discipline of civil servants on the relevant regional working units. The second stage is the indicator for assessing the presentation of the working unit head regarding the relationship between the city mission and the KPI, suitability of performance achievements, public services, innovation, and the unit’s action plans in 2020.  (alfien_tr)
